This was found by my dad, who is a security guard in a retirement community. He thinks it might be from this woman living there who likes to bring them 'treats' (cookies, etc.) accompanied by her dog. They never eat the 'treats', because she apparently lets the dog lick the offerings.

Actually, Doris, coprophagia is more often a symptom of nutritional deficiency. No one can "make" a dog eat its own poop unless they stand over the poor thing and stuff it in. And if you didn't let Fido out in time to do his business, I fail to see how your neighbours "made" him poop in the house. A housetrained dog that can get outside will do so.
Were her neighbours in her house without her and they didn't let the dog out? How could their "selfishness" cause misplaced soiling?

For some reason this Find reminds me of the one from the elderly lady, about clipping the grass in the picnic area.

This looks like it was written by an elderly lady. My grandmother used to date everything like this, and Doris is an old fashioned name. I wonder what kind of treats she is withholding, and if it was a regular event.

What did the neighbors do to make the dog so distressed that it wouldn't go outside to poop?

the "treat" lady probably asked her "selfish" neighbor to watch her dog for a while but the "selfish" neighbor probably did crappy (heh heh) job of taking care of fido. "No more treats til JUNE!!"
