Magnet Man was the nickname for 1970's comedic icon Bob Sanders. He was short and his bow legged apperance made him look like one of those horse shoe shaped magnets.

Geth, you are very close. That quote is from Buffy Season 7, Episode 1. I believe that the drawing is from the final scene of the episode where the great evils (as imitated by The First) of the past seasons all speak to Spike, who is crazy in the basement of the new Sunnydale High.
