There's a few things that would suggest a child: misspelling of "happening", and "things"; the mixture of capital and lowercase; and the awkward letters such as I.

I know a grown man who writes like that. Same style and language. English was not his first language. Perhaps that is the case here.
I also think it was written by an adult. Happening isn't necessarily spelled wrong - just shortened to 'hapning' and 'thing' is just missing an 's' - easy mistake. Also, it looks like the note is written by the Neighborhood Watch. The "w-- necb" is a mystery.
I like that there are people out keeping an eye on their neighbors, that's so nice!
Yes, I bet there are bad things happening in that neighborhood. Its way too close to Wrigley Field.

Many educated people also write in a way that people might think looks like children's writing, such as people with severe dyslexia. I agree that it looks like it's signed by neighborhood watch, therefore "we need" wouldn't make sense at the end of the last sentence. I don't think that's what it says.
Probubbly written by a child. I can remember myself playing a game like that when I was younger.
I don't think a child would address it to "Dear Friend". I noticed that they used a lowercase b in "bad" and an upper case B in everything else. It seems odd.
I actually at first read thought "neiborhood watch", was the signature, as in the writers identity to "friend".
I taught 1st and 2nd grade for many years, and this is very typical writing/spelling for that age. It makes me sad that a child would have "bad things happening" in their neighborhood and have to worry about that.
The handwriting of a professor of mine is exactly like this. He is dyslexic and has to consider every letter before writing it.
Maybe it's "we necks" as in "we next?" Otherwise the n might actually be an r but that doesn't make much sense either.
With all the misspellings in the letter it looks to me like the author of this letter asked someone how to spell the word neighborhood- it's the most difficult word and spelled correctly! i think it was a child :)

We just need to stop speculating over this and come to turns with the fact that there are a lot of things happening on this block and they are bad.
I'm french and it makes me think it's written by a non english first speaker... (is that sentence right?...)
