We collect FOUND stuff: love letters, birthday cards, kids' homework,
to-do lists, ticket stubs, poetry on napkins, telephone bills, doodles -
anything that gives a glimpse into someone
else's life. Anything goes...
Whoever wrote the note is about to leave for work. Mom is due home momentarily.
No one is allowed on school grounds on holidays, weekends, or summer break, due to vandalism and other problems. Her younger brother is likely to be one of the kiddies who snuck onto school grounds to play football (as Mom is well aware), so she wants Mom to know where to find little bro if he's not around when Mom gets home: at the cop shop. Margaret lives next to the school, and she's a nosy busy body. Hates kids, you know. But since "mom" is an old friend and pinnochle partner, she thought fair warning might be in order.
How the heck it came to be under the floorboards??? hmm. Maybe little bro outran the cops, got home, found the note, hid it under the floorboards so Mom wouldn't know he was playing in forbidden territory, and never returned to school grounds when school was not in session.. ever.. again.
A bit creepy as to how it got under the floorboard.

The second part of the note (the police are responding) is written by someone else. Meaning whoever the note was intended for, got it and had someone reply for them and return it.
