Anyway, I like how you could tell this was from the 70s before reading the blurb. I wonder if he's still surfing.
I'd peg this as more early 80's than late 70's... I don't think a high school kid would know much about the Dickies and Boomtown Rats before then. Also the whole New Wave thing.
The Dickies were fun. I got to see them live in Fenders Ballroom. Nothing like a band who does songs about a talking penis.

This is the only dude that liked Pink Floyd AND Devo. Pretty impressive work on the Pink Floyd reproduction. I may adopt "Shred Dog" as my new nickname.
Tim's long hair, once golden as the California sun has now faded to gray. After dropping out of Morro Bay High School, he got a job at a local surf shop, waxing boards. He still works there to this day, shuffling around in his vintage '80s Vans, so worn out they barely stay on his feet.
He still dreams of moving out of his parents basement into his own place, where he can crank up Pink Floyd. If only he'd won the big surfing contest back in '81, he's sure his life might have turned out differently...

this reminds me of letters i wrote in high school. they didn't really convey much information but were sure to be covered in heavy metal rock band names and many doodled nicknames we carried....ah, high school

"Longest Hair" was the only award Tim had ever won, and he was always looking to show it off, even in letters to his old friends. He was trying too hard to be a long-haired heavy-metal surfer-dude, though, so his old friends usually just laughed at his letters.
Hooray for 70's LA radio! KROQ played punk stuff you'd never hear anywhere else, esp. if you stayed up late enough to hear Rodney on the Roq (NOTE TO RAVA: he started in 1976!):
