It also looks like there is a second, male, figure to the left, about the 3rd space over as well as the female figure on the right. Really though, I don't think either one are figures freaky results of the movements of the photographer.

Either that or ghosts of nice Mormon people who died at Saltair and want to go on dancing there, by the water, forever.  more»

I think that is a photo of the walkway out to the old Saltair resort that was on the shores of the Great Salt Lake. They rebuilt the resort, but the new one isn't the same. Look at the vintage photos on this website and see what you think:
